A permission may be grayed-out in the request form for one of several reasons:
You already have this permission. This can be either directly, or if a groups that you are a member of has this permission.
[AWS] You cannot use this permission with the AWS account you selected as a Target. This happens when the permission set includes a customer-managed policy, that is not provisioned for the selected target account.
